Accountability · Integrity · Transparency
EGDFB is an independent forensic governance body operating under the Decanon framework — dedicated to exposing systemic failures, documenting chain-of-conduct violations, and advancing structural reform across regulatory and administrative institutions.
Our Mission
"To investigate, document, and formally challenge institutional misconduct across insurance, legal, legislative, and administrative sectors — ensuring that no governance failure goes unexamined."
Independence
We operate free from institutional capture, insurance industry influence, and political alignment. Our findings are evidence-based.
Accountability
Every filing is traceable, documented, and submitted through proper regulatory channels. We do not speculate — we substantiate.
Reform
Beyond exposure, EGDFB advances structural recommendations to legislative bodies, bar associations, and administrative agencies.
What We Do
Four Core Practice Areas
Governance Modernization
We audit outdated administrative frameworks and identify where legacy governance structures enable regulatory arbitrage, systemic delay, or institutional insulation from accountability.
Chain-Integrity Diagnostics
We trace the full procedural and evidentiary chain in regulatory, legal, and administrative matters — identifying where documentation was fabricated, suppressed, or misrepresented.
Administrative Forensics
Using document analysis, timeline reconstruction, and cross-institutional pattern mapping, we build formal forensic records suitable for regulatory submission, litigation support, or legislative testimony.
PD Alignment
We evaluate whether public-facing policies and regulatory disclosures match actual institutional conduct — exposing gaps between stated procedure and operational reality.

Redacted Dossier Files — Illustrative Filings
All documents below are illustrative redacted samples. Names, case numbers, and identifying information have been altered to protect privacy. These filings demonstrate the EGDFB's documentation methodology.
Subject: [REDACTED — Licensed Attorney, State Bar #XXXXX]
Formal complaint alleging violation of Rules of Professional Conduct 3.3 (Candor Toward the Tribunal) and 8.4 (Misconduct). Attorney allegedly submitted declarations containing material misrepresentations in a civil coverage dispute proceeding. Supporting exhibits include timestamped correspondence chains and policy document comparisons demonstrating factual inconsistencies.
Subject: [REDACTED — Licensed Attorney, State Bar #XXXXX]
Complaint alleging failure to disclose material conflict of interest in a regulatory proceeding. The attorney simultaneously represented a carrier and appeared as counsel in an adjacent administrative matter involving the same policyholder, without obtaining written waiver or disclosing the dual representation.
